"WM recorder" is a download software or recorder packet software?

Dear all

I wanna buy the WM recorder software, before this, I want to know the software is a download software or recorder packet software?

If I use WM recorder to record the online stream TV show (personal use only), may result in the bad effect on or further illegal download connect to the stream server ? ( According to the service contracts ,one IP just allow link one TV show URL ; if one IP but link two TV show movies, it's broken contracts ). That the site i want to "take" the stream from will recognize that i use a programm like WM recorder ? is such a trace back possible? or is it virtually impossible for a site to check, if i use wm recorder? (its an https site)

Or its just a purely recorder software, only record the packet form my Network Card?
