Streaming Media Server on Windows 2003 Server for broadcasting live TV channel

I work for a local cable company in which we produce our own local cable channel that airs local sports, and news events. We are wanting to stream this channel online as well, but I am running into a few issues. We are wanting to use Win. 2k3 on a IBM 7989 AC1 server. The issue I am running into is finding a card that actually works. I have tried a couple different cards already, and either I can't record or I can't get Windows to see the card, and the drivers don't work. I have also tried MythBuntu but I run into the same problem. Does anyone out there know of any cards that will actually work so that I can take the live feed, encode it and turn around and stream it to our website. Any help would be greatly appreciated....I am getting much more gray hair because of this then I should be at this age. Thanks

Are you looking for a TV Tuner card or for a video capture card that will work on Windows 2003 Server? What cards exactly have you tried already?

p.s. An analogue TV Tuner card that I use works fine on Windows 2003. It even supports IP broadcasting using UDP Multicast.

We have tried a couple different cards. The first was a Hauppauge 2250 and a ATI Tv Wonder HD 650. Both I was told by the manufacture that it would work with 2k3, but of course they don't. As far as either a Tuner Card or a Capture card...at this point it really doesn't matter, we are just looking for something that will work with 2k3, capture and stream the video and audio to the website.
