How to remove disturbing video "distortion"?

Hi,

i dont know how it is called, but i guess everyone has seen it in some "broken" video files.

Sometimes when i record streams, i get videos, where the half of the screen (more or less), has a greenish/pink distortion, like disturbing stairs of pixels.

This effect seems to happen sometimes, when i watch tv with a pc software, while recording a stream.

It seems to me, like this is a type of frame-overlay. You can still see the video behind it, but its "unwatchable".

Is there any way to remove this "effects" from a video?
