Public video show: loop videos that are not older than an hour

Newbie question.

I work in a skydiving school. We generate many .avi videos per hour and they are stored on a PC.

I want to make the last 1 hour of videos appear in a continuous loop in the bar, 100 yards away.

The setup must be attendent free (at the bar end) and require the minimum of work. Ideally the editor will load the videos into a folder, remove those older than an hour and the videos in the folder will play in sequence without stopping.

Can anyone recomend a setup please?

I don't really know how to implement it without custom software.
But it is pretty easy to write a program that will monitor a folder and play only files that are not older than an hour. At a freelance marketplace it will probably cost you up to USD 20-30.
