I don't really know whether any driver or software like SplitCam and VLC player will be of any help here.

Can you see your IP Camera as a capture device?

In VLC Player click "File" -> "Open Capture device...". Click the "Refresh list" button if needed. Can you see your webcam in the "video device name" list?

as suggested on another post, try having a look at Streamby.com.
Free streaming hosting or "restreaming" so to say, for almost any IP camera, already converted in flash. Once you add the camera, just link to the corresponding page on streamby.com or embed the video.
Just look it up, I omit other details.

Re: I need to catch RTSP stream from IP camera and to restream it in FLV format

While there are many content deliver networks (CDNs) who can provide this service for you, some folks choose to host their own server instead (or host a server on Amazon's EC2).

If you would like to do it yourself instead of buying a service from a CDN, please consider using the Wowza Media Server Pro with MPEG-TS.

One major caveat, if your camera doesn't compress video with a flash player compatible codec (such as H.264 or On2 VP6) then you will need to transcode the video coming out of the camera into a stream which is compatible with the flash player.

One post discussing this type of configuration is available here:
http://www.wowzamedia.com/forums/showthread.php?t=1805

There are several other posts which discuss this topic and a few which discuss the newest IP cameras which to produce flash player compatible H.264 streams (which can also be rendered compatible with streaming to the iPhone and Microsoft Silverlight).

Yours,

John

PS: Please pardon me if it's not proper netiquette to post a link to another forum on this website.
