looking for a mpeg4-mvc encoder (Preferably in the form of an FPGA IP)

I am looking for a mpeg4 MVC encoder.
Preferably in the form of an FPGA IP compatible with Altera products.
An alternate would be C source code under linux, microcOS, or a TI DSP.

Can anyone help?
