Flash live feed on a Microsoft server without Flash server software

Is there a way to do this without Flash server software?

Doesn't seem possible to me but I'm open minded

While you can use an embedded flash player for streaming on-demand content I don't think it is possible to broadcast live content without streaming server software.

p.s. Besides streaming server software other programs can be used to broadcast live content like VLC player or say some TV tuner software.
