DRM solution but I dont know how to develop licenses and DRM profiles

I want to develop a DRM solution but I dont know how to develop licenses and DRM profiles...ask can someone assist me with developing licenses and profiles with Windows Media Rights Management 9 SDK

Do you wanna add DRM to media files or do you wanna develop your own DRM system?
