FFmpeg will do it, although I dont know why you need it. F4V will play in Windows Media Player and VLC.

Playing it in Windows Media Player didn't work for me. I had a look at FFmpeg. The website was very complicated, I couldn't even understand how to download it.
Does anyone know of another converter, please?
