Cannot Play Downloaded RTMPE File

I managed to download a rtmpe video file using rtmpdump and rtmpexplorer. It downloaded as a flv file. However I have tried many different media players and cannot play it. MediaInfo reads the video stream as "AVC" which is more in line with an mp4 I believe. At any rate, am I correct to assume that the video file is either encrypted or protected in some form (ie. DRM) and thus will not play?

AVC plays fine in .flv files so something else must be wrong.
