What is the best way to copy locked .TMP files (theat are cached .FLV files)


I sometimes get randomly named .tmp files in the cache folder. These are temporarily .FLV files from streaming videos that I watched. Initially I used M$ backup/restore to save and rename them to .flv's before, but can't do that anymore.
