Artifacts with horizontal lines are usually related to interlaced videos and bad or disabled deinterlacing.
Video Acceleration is different. Most modern graphics cards allow applications to write to a dedicated part of video memory. This way, image processing can be performed by the graphics card hardware, not your CPU.
