what's the difference between progressive and interlaced videos


what's the differences between progressive and interlaced videos? which is better?
Look, say, if i have a 30p mts and 60i mts videos. which is better?
TVs seemed to recognized progressive videos better, am i right?

and if i want to watch interlaced videos on computer, then is there any tools able to deinterlace the videos?
