team coach watch live stream with a 10-15 sec delay

Hi

Sorry if in incorrect place.

I am looking to let a team coach of a rugby club watch the game on the touch-line via laptop. The source is an Axis HD IP camera high up in the main stand. VLC receives the RTSP stream fine and the match can be viewed in real-time (1-2 second delay but this is not the issue).

Requirement: the coaches now want a 10-15 sec delay. To achieve this all I do is pause the footage for 10-15 sec and then press play again and this creates the required time-shift.

Problem: when watching with time-shift the footage freezes periodically (approximately every 10 sec) to almost catch up with itself or re-buffer??

Solution: I have toyed with idea of using a stand alone windows server to receive the stream via VLC and stream again from the server and I will create the 15 sec delay here...

Any ideas anyone or maybe someone has an alternative solution... I'm all ears

Many Thanks,

Jimmy
