Convert TOD files to MPEG for dvd players

HELP!!!

I just bought this High Definition camcorder and am confused as to the definition of these file names. The camera only produces TOC files which I understand is JVC's own brand of software.

I need to make dvd's to play in our home dvd player and share with family but I cannot create a disc using their TOC files. I'm told that I need to convert them to either AVI or MPEG - both of which can be burned onto a DVD-R disc and played in any commercial dvd player. The software that came with the camera seems to be able to convert to AVI but I notice a drop in quality and AVI as I understand it is not the final product to be on a dvd.

Here are my questions: can both AVI files and MPEG files be easily burned to a DVD-R or DVD+R disc and played in any dvd regular player?

Can anyone recommend either free of relatively inexpensive software that will automatically convert these TOD files into something that can be burned on any DVD disc without losing quality?

I am using a Dell PC with Windows XP Professional. Thanks.
