how to get m3u8 link for ustream/livestream local news

I was trying to use url snooper and livestreamer to try and get the m3u8 link of some localized content for myself but I'm having trouble with both of them.. Can someone help me understand how to do this myself and or provide the links for me?

One is a ustream link:
http://www.ustream.tv/channel/wpro-live

The other one is:
http://wpri.com/live-streaming-eyewitness-news/ (http://livestream.com/accounts/1864876/events/1649903)
