oaklandparkfl.granicus.com: Downloading video from granicus

Is there a freeware/shareware streaming video downloader that will capture video from granicus? Such as this one on a city website:
hxxp://oaklandparkfl.granicus.com/MediaPlayer.php?view_id=2&clip_id=443
It appears to use silverlight.
