Cubase 5 Problem with Sound: No voice when playing on midi or VST instrument (Win7)

I have installed Cubase 5 and when Play button on midi or VST instrument it doesn`t have voice. see this images





i think i`t cause that WINDOWS MIDI is INACTIVE


what can i do? please tell me someone
