Solution for user can record a small video with his webcam and post to web-site

Hallo guys :-)

I want a web solution where I can Record with a Flash App directly on my Server, I have a Red5 installed and working.

But I want to integrate in my Site a "notice" function, where a User can record a small video with his webcam and post this.

I'd find this solution:

But there's no free solution, does where existing a free solution :-)

Does anyone have Ideas how I can make a solution?
