Constant stream buffering and interruptions: How to solve the problem?

When I try to watch some of the free video streaming, my download speed is so slow that the program plays for 30 seconds, then stops while more of the program loads, plays that for 30 seconds, then stops again to load. Will any of the stream recording software listed take care of that problem?
