Re-streaming NASA TV

Hi, I just registered in this forum, its AWESOME!!

I’m from Argentina and, together with a Group of journalists and space enthusiasts, I’m planning an online Spanish broadcast of Space Shuttle launches. For that I would need to retransmit the internet NASA TV video signal and alternate it with own material, obviously using my voice as the audio output. That’s why I wanted to ask for your help to retransmit in a decent quality the NASA TV signal...I got no satellite feed of NASA TV, as its not available outside US soil...

There are two main NASA TV video feeds:
Code:
http://playlist.yahoo.com/makeplaylist.dll?id=1368163
http://www.nasa.gov/55644main_NASATV_Windows.asx
I already tried in ustream using webcammax and broadcasting "what is shown on my screen" while watching NASA TV: it worked, but very laggy and delayed, don't know if that was because of the very nature of what I was doing or just my slow Internet connection (350KB/s down - 25KB/s up). I believe if I could find a way to just create a gateway avoiding the NASA TV video feed to pass through my PC and directly be accessed by the viewers, I would have a very good signal. I attach an image of my idea:
