Elgato Game Capture HD 60FPS??


Hello!

I have been trying to stream on Twitch with my Elgato Game Capture HD and have been having some problems.
I have my Elgato capturing gameplay from my computer which then goes into my laptop, and from there i stream. I am looking to stream my gameplay at 720p 60fps, but the output on my Elgato says input 1920x1080p 60fps / Output 1280x720p 30fps. I have looked everywhere but i cannot find why my elgato will not output 720p in 60fps.

I am using OBS to stream and i have tried changing the settings on there to 60fps but there has been no difference. Below is an example of my elgato settings:

Surely, if my computer is inputting 1080p 60fps, it should be able to downscale it to 720p still keeping the 60FPS?

Any help would be appreciated, Thanks!!
