Synchronized audio streaming

What are the simple options for streaming music (home wifi situation) from a single PC, so that multiple devices can receive the same songs throughout the house? Thinking Windows PC as server, to iPhone, TV, other wired or WiFi devices.

Must be synchronized.

I'm ignorant about the issues and requirements - willing to learn!

Yes, but synchronized - so that if (hypothetic situation) a friend enters the house, switches on his Windows Phone and detects the source, he receives "A Hard Day's Night" perfectly in synch with any other device that is also receiving it within the household.
