Watch streaming video on a mobile phone... Windows Mobile?

I would like to watch streaming videos on a mobile phone. What smart phone should I buy? Is HTC PDA or any other mobile phone with Windows Mobile my best option for watching streaming videos?

Should I buy any player for watching online videos? Are there any free streaming players for mobile phones? Or can I just watch streaming videos with a web-browser?
