Some of the online uk bookmakers also provide online live racing.

As for using a proxy, check out www.anonymity.com. Membership is a one-off payment, gives you protected surfing and will inform you abt using proxies, of which it lists dozens of up to date ones. It just needs a simple adjustment to your browser.
