First of all thank you for trying to help.
Unfortunately, none seems to work:
1. there's no playlist.mpd entry in Web Console when I load the page.
2. I tried the 1st command that you suggested (with the latest youtube-dl.exe windows executable) and it results in the following (no file is downloaded) :

therefore I can't use the 2nd command that you suggested.
3. I tried connecting to the site via configuring various Germany proxies (from
https://www.proxynova.com/proxy-server-list/country-de/ ) in my browser (Firefox)
or tried free web proxies,
but the videos are never loaded.
