Is it possible to "send" a movie to an iPhone broadcaster app (such as Periscope)?

I'm trying to see if there is a way to basically "send" a video I have in PC to any broadcasting app for my iPhone.

So basically I want to load up something like Periscope or Live.ly on my iPhone and instead of it playing what my camera would normally see, it plays a video off my PC. Kinda like spoofing a pre-recorded video rather than me (or whatever I am pointing it at)...

If that makes any sense 😁
