you should use MPC-HC player not mplayer.
So I also have a lower internet connection and its working also without or very low cache values.If you mean you need it then try to give rtmpdump some buffer.In other cases its a server problem (to much haunted or using limits).Mostly you can see this on some cheap sites like Chaturbate / Cam4 etc.
