Web based camera live video streaming is usually done with a Flash application to a RTMP server.
Flash and such camera streaming applications are not supported in mobile browsers.
Non Flash solutions are required for mobile users, if you want to implement such support. In example, this site uses a mobile app to broadcast live video to Wowza Streaming Engine:
