This is all really new to me. So any advice would be great. Would it be possible to change a link these this to 3GP?

When I click Listen, it just downloads a playlist. Can a play list be changed into 3GP? what about a m3u? I don't understand how to change a link into a different format, seeing as it is just a link, not a file.
What steps would be needed?
