Possible to auto refresh a stream when recording is stuck?


I was wondering if it possible to auto refresh, i.e. reload the stream page and start a new recording, whenever the current recording is stuck? With 'stuck' I mean, the file size and duration of the recording file not changing.

The problem is that sooner or later a recording will get stuck and then remain stuck, while the stream itself will be completely fine during that time. If it were possible to auto-refresh a stream (reload the page) as soon as the the recording gets stuck, I'd have considerably less to worry about

More specifically, I'm talking about a Youtube live stream, which I believe uses HTTP. It seems Jaksta, which I use, offers a 'resume' option is offered for RMTP but I'm not sure about this.
