Is it possible to modify the rtmpsrv code to launch VLC?

a question for the pros

whether it is possible to modify the code to add rtmpsrv automatically in command rtmpdump (-- quiet | "C: \ Program Files \ VideoLAN \ VLC \ vlc.exe" -)
