Do a web search for "Courtroom Recording". There are a variety of hardware and software solutions available. Some are "local only", some are intended as multiple user, networked systems. Major players in software are FTR Gold, Veri-core, VIQ, and Ultra Audio. JAVS is a successful package of software and propritary hardware. This is a very demanding field. Also see Soniclear and Audio Prolog.
