it is actually not his link. This site simply provides information taken directly from the Apprentice Alf site but for some reason doesn't actually link to that site. If you actually google "ApprenticeAlf" and go to apprenticealf.wordpress.com you will see the complete blog which has a lot of information as well as a place to ask questions (in the Comments at the end of the final post in that blog) about the tools. Some of the authors of the tools themselves are there to provide help and answer questions. That site does have a strict "no piracy" policy and will refuse help to anyone trying to pirate ebooks.
The reason the link went down is that tools_v4.5.zip was replaced by tools_v4.6.zip which is a bug fix release.
Many many of the questions in this forum about ebook DRM have already been answered on the AA site. So if you are looking for a link to the latest tools, that is the place to look.
