Although google and
Amazon do have the money, it was Apple only (a strong believer in the financial success of the boring icloud) to be willing to pay
US$150.000.000,00 to the major labels consortium. When the money is right, decisions are made right and quickly. While your idea is brilliant in a technical sense, for all non iOS users (iCloud's power is only enjoyable or reasonable on iOS powered gadgets like
iPod Touch,
iPhone and
iPad. and MAC.) it is none of a big deal
not to have a modern service such as icloud. Anyway, this is the GOOM thread and we still have to see what the final version of GOOM will be.
MUSIC BETA so far sucks (a person i know

has a test account and reported to me) or is really not very interesting, relevant nor exciting .. to say the least. For sure it's not worth paying for it.
ICLOUD on the other hand *is* free.. unless you subscribe to the additional (but not required) ITUNES MATCH service option, your idea. ICloud as a whole is exciting, no doubt, but the music part of it (both "itunes in the cloud" and "itunes match") is rather disappointing.
