You can at least
download free ebooks from Amazon. Except for pre-orders, Amazon doesn't seem to require a credit/debit card.
And you don't need to have a
Kindle Reader to read ebooks from
Kindle Store. You can use
Kindle for PC as well as other free
Kindle apps
