I don't really know what kind of USB capture device you use. But I don't think something is wrong with your graphics card.

Have you installed the software (and drivers) that comes with your capture device?

If you connect your PS3 to your TV using the same cable, do you get any video?

Do you play in SD or HD mode on your PS3?
