The only software I could get to work with the following:
Hauppauge 2250 TV Card + a Samsung Full HD Camcorder, is called:
Magic Camera, made by Shining Morning
If using the mini-usb with the component video out (as opposed to doing the smart thing, which would be s-video), one can use the middle (green) video connector that has the yellow band around it. IF, that is, you use the daughter card.
Set the camera's TV Analog Out to composite, not component. Any resolution will do it. Component will not work unless your tv card has component video. Confused? That's normal.
If using the daughter card, there will be 2 hauppauge cards in magic camera, when you set up the web cam. Use only the second one, and ignore the second composite jack (i.e. use the first).
use the "video bar" to route the second hauppauge to the video output. If you can't find the "video bar", please do a search on a software rundown. There is a video in YouTube, for example.
When you have the camera set up and you can see yourself, you can then
Skype, no problem, without having to use stealth or kernel modes of the software... just choose magic camera web cam in the options/video settings of Skype.
I am excited about getting this to work, because it took 2 days to figure it out myself, without docs. But once I knew how to search for "virtual web camera", and "camera splitter", it was a piece of cake.
BTW magic camera is free, as is, but you can remove the banner it displays by paying the latest price, either a 1-year; full; or lifetime registration.
By the way, the manual of my camera says: "Webcam: NO"
Hah!! Can I have my dumpling and eat it too?
