Hi. You have to put the complete link to your rtmpdump's directory.

For instance:
D:\TOTO\my_download\rtmpdump-2.3\rtmpdump.exe

Or you can navigate to your folder:
cd D:\TOTO\my_download\rtmpdump-2.3\
And then run:
rtmpdump.exe
