I don't use proxy servers and I don't like to use Tor (see the link below to know why). But I didn't have any problem finding stream URLs from CBS with Replay Media Catcher 4 using a free VPN, and then downloading them without the VPN by right clicking on the RMC recordings and selecting "Reprocess".
