I understand you already have the 4 CCTV cameras and would prefer to use those I guess.
Alternatively, to get you live streams quickly to work you could use network cameras and just have them hosted, so to avoid even the need for a pc. A free service to do that is StreamBy.com, they retrieve the mjpeg live feed and provide a flash encoded stream which you can also embed into your site. There is a list of supported cameras you should check before.
