So what software is the best I have browsed so many and all clam to be the best of the best.

Wow - ok, well - in order to burn a dvd, there are two requirements
#1. You need a DVD burner.
#2. You need a DVD.

So, to answer your question, no you're not able to burn a dvd without having a dvd or dvd burner.
