There are lots of alternatives to Skype. You can use any SIP provider. Many of them offer much better rates for calling abroad onto landlines and mobile phones.

And besides Skype application for Windows Mobile, you can use other applications compatible with Skype.

I recommend you to try freeware fring for Window Mobile. It allows you to make voice calls using SIP providers, google talk and even skype.
