Most probably it can't join 2 files 'coz their size and/or bit-rate is different. I don't think it is possible to join such files without losing quality.
I dunno about free tools, but
AVS Audio Converter can join multiple files without any problem. I usually do it with MPEG 2,4 files, but I tested it with .ASF files too.
