I'm assuming you're talking about a mkv container which contains avc/h264/x264 video.
Without re-encoding, the best split you can do is to the last key frame.
Depending on the number of keyframes/reframes the file was encoded with, they may be as often as every second or as rare as every 8-15 seconds.
You can't do editing of any sort with frame accuracy on h264 video. You'll have to re-encode to a lossless format to do frame accurate editing, and then encode again. Sorry...
