is a simple HTTP stream, not RTMPE stream. Please note that some streams on YouTube really use RTMPE protocol.
It can be downloaded with many web-sites including

And it can be downloaded with
Replay Media Catcher (free YouTube downloader) as well.
HTTP streams are cached by a web-browser, so you can copy them from the cache using software like Video History Tool of Replay Media Catcher. You can also clean the browser cache and record it with Replay Media Catcher or any other software.
