Can you send some additional informations:
1) version of operating system? (x86 or 64 bit?)
2) version of Winamp?
3) version of Shoutcast History plugin?
4) the bug happens at admin account or user with restricted rights?
5) is there enough disk space available (for recording)?

Sometimes when Winamp crash (at work or while closing), after restart application, the Shoutcast History plugin may not work properly, but after one another Winamp restart, should work normal.
However, there is no need to reinstall the Winamp player.
