Hello , basicly you want just to broadcast the stream. I don't really understand what did you mean by "without giving people the ability of playing with my dvr because even the guest user can change the camera to look and some other options that i dont want to be accessed"

I work for a company that offers broadcasting software. It allows you to set the options like bitrate, fps and video quality , giving users just the possibility of viewing the streaming.
