Recording a parliamentary debate online .WMV video from embedded Windows Media Player

 

I need to record this debate and I have no idea where to start, I am a complete newbie at this kinda stuff, could someone be awfully kind and point me in the right direction as to what recorder to use....and if at all possible instructions to use it.
