WM Capture Help. Problem: very glitchy video (like the fps is 5-10 )

 

im trying to use wm capture to record a live stream of an NFL game off my computer. the problem im having is that when i play the video back after recording. it is very glitchy ( like the fps is 5-10 ) even though i set the fps to 30. is there a setting im missing?
